It was funded out the Scottish governments capital budget - thats Scotland allocation of UK spending - not it being funded by the rUK. Under PFI or the Scottish futures trust the estimated cost was 4 billion quid - probably why Labour built nothing but shoddy schools under PFI funding. The Blairite method of funding (PFI) was so un-cost effective, it was impossible to build anything that big.
