Hearts last stage plan at escaping relegation / restructuring the leagues has now been put forward , not sure if will get the needed support this time around as it is still only temporary instead of a plan for long term success, and some clubs in top league may well lose out financially which in current circumstances will hit some clubs hard ...

Hearts owner Ann Budge has submitted a reconstruction proposal to the SPFL board for three leagues of 14 for the next two seasons.

The document has been circulated to all 42 member clubs and the SPFL board will meet on Wednesday to discuss it.

Budge's plan involves the Premiership splitting after two rounds of fixtures into a top six and bottom eight.

She also suggests a 14-14-16 structure could be implemented if clubs voted to include Kelty Hearts and Brora Rangers. 

Top-flight Hearts, Championship side Partick Thistle and League One Stranraer were relegated in the SPFL's current 12-12-12-10 format when the season was curtailed due to the coronavirus crisis.

Budge insists the proposal is "a better way for Scottish football to deal with the current emergency, while at the same time righting an unintended injustice".

Aberdeen chairman Dave Cormack is "supportive in principle" of Budge's plan and added: "For the survival of Scottish football, I hope every club feels they can get behind this approach."

Adding two teams to the top flight would require a change to the distribution of prize money model, but Budge says this would be offset by Premiership clubs not having to finance the £300,000 parachute payment that Hearts would be due on relegation.

There is also the potential for a play-off involving teams in fifth, sixth and seventh to determine a European place and address concerns about potentially meaningless fixtures.

The second and third tier can decide on nature of their split.

Budge also pledged to share Covid-19 testing facilities and resources with clubs across the divisions to help cover the costs of enabling players to return to training and playing matches.

Definitely NO if only temporary, especially as it is only to save Hearts.

Hearts on there own being allowed to compile a revamp of the league set up is just not on. At best it had to be an independant group.

So 2 years down the line, we'd have 3 down or 5 down if they went to a 10 team top league ?  We'd be involved (with about 3/4 of the SPL) in a massive relegation dog fight.  No thanks.

Inviting even more teams into the pro leagues, when almost everyone accepts Scotland has too many teams at present, is equally bonkers.

Flip side of this is, should it be rejected , Hearts will sue - so I'd let them get on with it.

14 team league for two years? Not for me! They wouldn't give a hoot about us if we had won 4 games this year. I wouldn't even be getting talked about if it was us, St J, St M etc.

League does need to be changed, but this must be done for the correct reasons and for long term benefit ....IF this was say a proposal without the 2 year timeline it might work ..but it comes over as a rush temporary fix will help a few clubs but at a cost to many others...

Didn’t see this coming after she was put in charge of looking at reconstruction, it’s almost as if the SPFL didn’t want to make a tough decision and passed the buck

I'd go with that proposal. Isn't fair for teams to get relegated, stops Falkirk and Thistle getting marooned in a league that can't actually play. Bit of give and take with all that is going on seems fine to me.

Injustice of relegating a team that was at the bottom of the league and had been rubbish all season, where's the injustice in that ? See you in court Budgie, you won't win.

If they go with this, the richer city clubs will spend big in last season to avoid relegation, while clubs like Killie Hamilton, St Mirren will still be recovering from pandemic an will have a greater chance of going down. Stuff Hearts 12 teams and they go down or 14 permanent.

The added issue with setting 2 Season time frame will mean there is going to be few years of upheaval ahead for most clubs, with COVID issues next season will be very different anyhow added to by this proposed new league set up, then the season after will be the one with a higher number of teams getting relegated to take it back to 12, and some of those teams facing relegation may then try to propose yet another new restructure to save themselves from a perceived unfairness ...

If it's not self preservation then yes let's go for a 14 team league Anne. Hearts still go down and Dundee come up to make the 14th team.

As stated before do you really think if Hearts didnt finish bottom she would be looking for this. They were last for a reason, they must go down.

Not more talk on reconstruction .It has allready been knocked back and I doubt very much there would be any talk of it of it had been St Mirren or Hamilton or even us that were being relagted

If temporary and we agree to this then we are putting ourselves at a serious disadvantage in two years time. No thanks, Permanent or not at all.

We should have finished the season when possible. Money should have been paid to match 12th place then the rest paid out when finished. 

Reconstruction needs to be permanent or not at all. Throw this plan out without delay.

I am totally falling out of love for the game in this country. If Hearts are allowed to get away with this then it’s almost as bad as the current political crass.

You lot are diddy clubs, peasants, whereas we are from the capital and get 15000 season tickets sold every year, we don’t care what you all think of us, we will do what we want, the authorities? Oh that’s ok, we’ve got them in our pocket too.

Her plan is fatally flawed in so many ways. With an already uncertain season ahead, she proposes some teams play 40 league games under the 6/8 split, despite struggling to fit 38 in quite often - and Euro 20(21) happening next summer. 

If lower league teams can’t play due to lack of crowd income, then ok, we’ll let them mothball and just amend the numbers when that happens. 

a simple majority can vote for no relegation next season if the pandemic means we can’t finish the season with all fixtures played. Seriously, she’s saying it’s ok to vote in relegation next season due to pandemic, but not this one!

I think everyone would like to see the leagues reconstructed, the its the only country in the world where you can play the same team 8 times a year, but if there is going to be reconstruction it has to be permanent, and get budge as far away from it as possible she’s only driving it because it’s hearts if it wasn’t she would be sitting in the house given all our ears peace.

if the spfl/sfa are interested in it then they need to spear head it and listen to public opinion and put together what the majority of us want to see

It'll be rejected, as long as the diddy clubs remember that budgie would see most of them out the league at the drop of a hat.
